This is a "story" that was created by "posting" an "outline" and copying it into the story editor. The web version of the active original can be seen at http://www.wwpp.org/users/0000002/outlines/FirstUsers.html. Often structures that are flexible and versitile are complex and initially confusing. In many situations flexibility seems to pay for itself in the long run. I think that we can mange the complexity by a gradual piecemeal implementation. I also think that the versitility will be worth the effort in planning and managing the roll out.
